Why there is no check digit
A VAT number has a final character that can be calculated. An EORI number does not, and there is a reason. The number consists of the country code plus a nationally assigned code of at most 15 characters. How that code is built is decided by each member state.
Locally, therefore, only the country code and the length can be checked. Everything else is answered by the query alone. Treating a format check as a validity check means relying on a statement nobody made.
A second peculiarity: name and address appear only if the holder consented to publication. An empty name field on a valid number is normal and not a sign of trouble.
